The Centre for Tobacco Control in Africa (CTCA) was established in July 2011 by the World Health Organisation with funding from Bill and Melinda Gates Foundation to build and sustain institutional capacity of African governments in tobacco control. The Centre which is hosted by the Makerere University School of Public Health is funded by the Bill and Melinda Gates Foundation through the Africa Capacity Building Foundation (ACBF).
Objectives of the Assignment
The intent is to maximize on the gains to date, set pace to redefine the direction of tobacco control on the African continent through increased population and geographical coverage and enhanced coordination networks. This will drive agreement on priorities, format of change, reconfigure collaboration and networks with a view to re-examine the niche, decision making platforms,
enhance performance tracking and foster sustainability.
The CTCA Strategic Plan will guide institutional development, strategy, program planning and implementation, evidence base strengthening through learning, M&E, harmonization of funding mechanisms/sources, mutual accountability and to the extent possible, enhance effective use of resources and mitigate against duplex through role clarity.
Key deliverables
The consultant will execute the strategic planning process simultaneously with the business plan to set CTCA strategic directions (what should be achieve in next 7 years) and the Business Plan (to elaborate the process of archiving the desired intention). The consultant will thus deliver;
a. An Inception report with clear methodology, respondents, criterion for inclusion participants/respondents, competencies, tools for data collection and assignment implementation plan
b. Monthly and Mid Assignment Progress reports
c. Draft strategic plan
d. A costed Strategic Plan
e. A linked separate monitoring and evaluation Plan with results framework and an indicator reference sheet
f. A power point of the presentation of the Strategic Plan
