The energy and passion that had built up over the past three years was fully evident on the morning of 18th December 2015 as officials from the Ministry of Education, Science, Technology and Sports led by Mr. Robert Odok Oceng-Commissioner for Higher Education and Training officially handed over the sites to the contractor; Excel Construction Limited delegation led by the Director-Satvinder Saini and Senior Contracts Manager-Eng. P. Murali Krishna. The beneficiary of this project; Makerere University led by none other than the Vice Chancellor, Professor John Ddumba-Ssentamu was on hand to witness the handover.
The site handover was preceded by signing of a contract between the Ministry of Education, Science, Technology and Sports (MoESTS) and Excel Construction Limited in the presence of Makerere University Officials at the Ministry head offices.
This US$29.2m allocation to Makerere University is meant to fund the five year project that was approved as a loan from the African Development Bank to the Government of Uganda in 2013 to improve science and technology in Higher Education Institutions.
The institutional allocation will also cover the setting up of the initial facility at MUARIK as well as commencing the movement of CAES to the MUARIK Campus. However, the construction of this initial facility at MUARIK is slated to commence at a later time due to delays experienced with one of the contractors resulting into bidding for works separately.
The Director Estates and Works Department (EWD), Eng. Fred Nuwagaba pointed out that due diligence carried out on the two sites had determined that while the Social Sciences Slab was more than capable of taking on the weight of a four floor building, the former UCB slab at CoBAMS would have to be fully demolished and works started from scratch. He also noted that a proper traffic flow design was going to be availed to inform the campus users on areas that will have to be hoarded off for safety reasons.
Eng. Murali informed the assembly that Excel Construction Limited was pleased to take on yet another project in Makerere University as this was a vote of confidence. He pointed out that the sites were located in busy areas but stringent measures would be taken to ensure that safety is guaranteed. He hoped that the community would bear with the construction works as the contractor would try to ensure that disruption was kept to a minimum.
The Vice Chancellor Professor John Ddumba-Ssentamu called for fast but dependable works as time had already been lost and yet there was urgent need for teaching space on campus. He expressed gratitude to the African Development Bank as well as the Ministry of Education, Science, Technology and Sports (MoESTS) for their efforts to strengthen higher education.
The Ministry’s representative, Mr. Oceng congratulated the contractor and pointed out that there was a steady increase of student numbers in universities hence the need for MoESTS to set up more public universities. This massification in higher education was likely to result in the number public universities rising to nine by February 2016. He therefore hoped that Excel Construction Limited would do credible work that would attract future interest from these growing institutions.
These buildings are expected to not only beautify Makerere University but also expansively address the longstanding problem of limited teaching facilities for the growing number of students. While students are currently utilizing former dining areas that were turned into lecture spaces in various halls of residence, the laboratories on the other hand can hardly accommodate the growing numbers of students.
Others distinguished members present at the site handover ceremony were Dr. Florence Nakayiwa (Director Planning and Development) and Laker Irene Kitara (TA and Quantity Surveyor of the ADB V-HEST). The implementation of this project at Makerere University is coordinated by the Planning and Development Department (PDD).
Makerere University and the University of Notre Dame, Indiana, USA (ND) have signed a Memorandum of Understanding (MOU), which opens opportunities for collaboration between the two historic and leading research institutions in the areas of staff and student exchange, joint research and training, joint supervision of graduate students, and others.

The ceremony, which was held at the University of Notre Dame campus at South Bend, Indiana was witnessed by Dr. Lorna Magara, the Chairperson of the Council of Makerere University, who led the Mak delegation.

Press Release: Government of Uganda and Partners Launch SAY Plus+ to Scale Youth Sexual Reproductive Health & Rights (SRHR) Impact in Underserved Regions
USD 50 million national programme moves into full implementation, strengthening adolescent and youth rights, empowerment, protection and access to youth-responsive services in 13 districts across five sub-regions
KAMPALA, 7 MAY 2026: The Government of Uganda, through the Ministry of Health, today officially launched the SAY Plus+ Programme, a Sexual and Reproductive Health and Rights (SRHR) initiative designed to strengthen adolescent and youth rights, empowerment, protection and access to quality services in Uganda’s underserved regions.
The launch, held at Makerere University‘s Freedom Square under the theme “My Voice Matters: Youth Voices for SAY Plus+” and the tagline “Nothing for us, without us”, marks the programme’s transition into full implementation.
SAY Plus+, formerly known as Strengthening Adolescents and Youth Rights and Empowerment: Scaling Impact, is led by the Ministry of Health, in coordination with other Ministries, with UNFPA Uganda serving as the Managing and Technical Agency.
Backed by a USD 50 million pooled fund from the Governments of Iceland, Denmark, the Netherlands, and Sweden, the initiative is scheduled to operate between 2024 and 2030. It is currently being rolled out across thirteen districts within five sub-regions, providing targeted assistance to regional referral hospitals in Jinja, Mbale, Moroto, Yumbe, Arua, and Gulu. Furthermore, the programme supports the Human Capital Development goals established in Uganda’s National Development Plan IV.
“SAY Plus+ represents a shift from fragmented interventions to a coordinated national effort that meaningfully places young people at the centre of both design and delivery. Through our partnership with the Government of Uganda, development partners, and implementing partners, we are investing not only in services, but in the systems, communities, and environments that enable adolescents and young people to thrive not only today but also in the future,” said Ms. Kristine Blokhus, Representative – UNFPA Uganda.
Officially launched by the Minister of State for Health Hon. Margaret Muhanga, the SAY Plus+ programme targets adolescents and young people aged 10 to 24 years, with particular focus on adolescent girls and young women, refugees and host-community youth, out-of-school young people, those not in employment, education or training, adolescents with disabilities, and young people in humanitarian and post-conflict settings.

SAY Plus+ operates through three pillars. First, it empowers youth to exercise their rights and make informed choices. Second, it engages families, communities, and leaders to address harmful social norms. Third, it strengthens youth-responsive SRHR, HIV, and gender-based violence services via health facilities and community platforms, aiming to reach over 2.3 million direct and indirect beneficiaries.
The SAY Plus+ initiative stands as a model of international cooperation and multi-sectoral synergy. Through the combined support of the Governments of Iceland, Denmark, the Netherlands, and Sweden, and the technical leadership of UNFPA, Uganda is now equipped to scale-up critical interventions in HIV prevention, gender-based violence response, and reproductive health. With implementation now in high gear through 2030, the programme is poised to make a lasting contribution to the nation’s human capital development goals.

The Academic Registrar, Makerere University invites persons with disability who applied for admission to public universities under the disability entry scheme for 2026/2027 Academic Year to appear for medical/review exercise at Makerere University, Senate Building, Level Four Conference Hall.
NOTE: Only those who have the minimum entry requirements of at least two principal passes at A’ Level or its equivalent and at least five (5) passes at O’ Level or its equivalent will be interviewed.
Only candidates who sat ‘A’ level in 2025, 2024 and 2023 are eligible for admission.
