On Wednesday 3rd May 2023, the Vice Chancellor, Prof. Barnabas Nawangwe inaugurated a Management Committee on the University budget. The Committee is tasked with aligning the Makerere University budget to statutory requirements, University Council decisions and targets under the the strategic plan. The Committee is also expected to develop a background paper for the Budget for Financial Year 2024/2025.
The Makerere University Strategic Plan (2020/2030) seeks to transform the University into a research-led institution, a direction that should be in tandem with the University budget and other processes including teaching and learning, governance, and knowledge transfer partnerships.
Chaired by Prof. Henry Alinaitwe, the Acting Deputy Vice Chancellor (Finance and Administration), the Management Committee on the University Budget consists of the following members: Mr. Yusuf Kiranda, Mr. Evarist Bainomugisha, Assoc. Prof. Eria Hisali, Assoc. Prof. Winston T. Ireeta, Dr. Euzobia Mugisha Baine, Assoc. Prof. Josephine Ahikire, Prof. Sylvia Nanyonga Tamusuza, and Mr. Matia Kabuye.
The Committee is empowered to co-opt any technical personnel to support its work.
The Terms of Reference for the Committee include:
Reviewing the alignment of the University Budget with the current strategic plan of the University and the Third National Development Plan.
Reviewing the University budget cost drivers and advising on their prioritisation.
Reviewing the University’s Non-tax Revenue (NTR) and tracing its reflection in the University Budget.
Reviewing the University’s compliance with statutory guidelines on budgeting, including financial allocation and the sharing of NTR among the University’s different units and cost drivers.
Evaluating the University systems for budget execution.
Reviewing the FY2023/2024 budget and advising on its execution.
Drafting a background paper for the Budget for FY2024/2025.
In his remarks, the Chairperson, Prof. Henry Alinaitwe thanked the Vice Chancellor for appointing the Committee. He expressed readiness to work with the members to execute the tasks as spelt out in the terms of reference. He thanked members for their willingness to handle the extra tasks of the committee despite their busy offices.
“We need to prioritise the activities of the University and to make sure that resources are used more efficiently in delivering the mandate,” said Prof. Alinaitwe.
Mr. Yusuf Kiranda, a Member and Secretary to the Committee highlighted the importance of the task at hand, when he said: “The appointment of the Committee is very timely. It gives us the chance to re-align our funding priority to our mandate and ensure value for money.”
He revealed that the exercise is going be participatory and all stakeholders will be consulted. Mr. Kiranda also pointed out some key timelines in the execution of this task as outlined in the table below.

The U.S. National Academies of Sciences, Engineering, and Medicine is pleased to announce the 3rd U.S.-Africa Frontiers of Science, Engineering, and Medicine Symposium in partnership with and hosted by the Republic of Rwanda. The upcoming meeting will be held on February 18-20, 2025 in Kigali, Rwanda. The application is now open for scientists, engineers, and medical professionals from the United States and African Union member countries to submit their application online before the deadline of July 7, 2024, 11:59 PMET (Washington D.C. time).
This program brings together outstanding early/mid-career scientists, engineers, and medical professionals (within 15 years of most recent degree), from the United States and the member countries of the African Union for a series of symposia to discuss exciting advances and opportunities in their fields. The goal of these meetings is to enhance scientific exchange and dialogue among early-to-middle career researchers in African countries and the United States, including the African science diaspora, and through this interaction facilitate research collaboration within and beyond the region. Another unique aspect of the Frontiers events is the pluri-disciplinarity of the participants’ backgrounds and research interests.
One of the main objectives of this Frontiers symposium is to advance our understanding of cutting-edge S&T trends in the U.S. and Africa and to foster dialogue and collaborations across disciplines. The upcoming symposium will address the following topics:
Session I: New Solutions for Decarbonization
Session II: Biotechnology
Session III: Precision Agriculture
Session IV: Advances in Space Research
Session V: Smart and Connected Cities
We encourage early-career scientists, engineers and medical professionals working on related research to apply to this multidisciplinary meeting, as long as they fulfill the eligibility criteria. Each general participant will also have the opportunity to present their research during poster sessions. Travel of selected participants will be covered.
