In Uganda, it is clear that the government, through its Education Sector Strategic Plan 2005-2015, wants Higher Education Institutions (HEIs) to play a major role in generating and disseminating relevant knowledge required for national development.

This assignment has been positively received by HEIs in the country as demonstrated in the various mandates and missions of the Institutions. Most HEIs understand the fact that unless there is active collaboration and partnership between HEIs and communities living in poverty, the results will be modest at best and many have taken on outreach services as one of the major ways of educating and training their students.

This year, the National Council for Higher Education will run its 4th Exhibition but with Tertiary Institutions included unlike in the past. Universities and Tertiary Institutions, will exhibit their educational products and also to take part in the Seminar to be attended by members of the public. This Seminar provides institutions with an excellent opportunity to speak to the public on a subject of their choice related to the theme of the Exhibition.

This years theme is "Higher Education and Outreach Services for Communities"
