Institution: Centre for Tobacco Control in Africa (CTCA) Project Title: Enhance Tobacco Control Institutional Capacity in Africa Expression of Interest Number: CTCA/EOI/G339/2024
1. Introduction:
The Centre has received funding from the African Capacity Building Foundation (ACBF) for the 2024-2026) to implement a project on institutional development. The project investments are geared towards sustaining human resource capacity and knowledge generation to reduce use of all forms of tobacco products in Africa.
Specifically, the project aims to:
Enhance training opportunities for African governments and relevant actors in tobacco control in the continent.
Increase access to knowledge for guiding tobacco use prevention and control in Africa.
Reinforce the institutional development of CTCA for an optimal performance of its functions and processes.
Therefore, CTCA is seeking the services of a Monitoring and Evaluation expert to lead reporting an alignment with the work plan and grant provisions. The Monitoring and Evaluation Expert’s functions are: (i) to provide technical assistance for tobacco control capacity building needs assessment and program development, (ii) to provide implementation support of country tobacco programs/projects, (iii) to contribute to the design and implementation of a web based management information system, including developing program level, indicators producing periodic reports on performance and supporting decision making based on monitoring and evaluation data.
2. Scope of Work
The specific duties and responsibilities will include the following;
Provide implementation support to, research and alternative livelihoods activities.
Contribute to defining program level indicators, identification of data sources and supporting data collection efforts.
Identify, document, and share best practices on tobacco control interventions, policies, and strategies for national programs as a basis for strategic planning and program direction for CTCA and its target countries.
Contribute to the planning of activities that support the desired project results which includes coordinating assessments and scopes of work for project activities.
Participate in implementation of the Research agenda for tobacco control in Africa.
Represent the Centre in conferences, meetings and undertake any other duties assigned by CTCA Management as may be required in the Centre’s work.
Contribute to the production of progress reports based on indicators.
Contribute to the development and operationalization of monitoring and evaluation plans by target countries tobacco control teams.
Participate in project review meetings, engagements with donors and partners.
Prepare periodic, progressive, and scheduled reports.
Capture and consolidate Project data to track results and impact, as well as upload key project information on the Management Information System (MIS).

Makerere University has received 700 digital tablets from the Uganda Bureau of Statistics (UBOS), aimed at enhancing statistical research, teaching, and data-driven decision-making across the institution.
The donation was made on June 30, 2025, as part of UBOS’ broader initiative to distribute a total of 3,025 tablets to ten government-funded institutions of higher learning. The handover ceremony was attended by Makerere’s Acting Deputy Vice Chancellor for Academic Affairs, Prof. Buyinza Mukadasi and Mr. Simon Kizito, the Deputy University Secretary among other Vice Chancellors and accounting officers.

Dr. Allen Kabagenyi, a UBOS Board Director, who coordinated the distribution of the tablets to the respective 10 Public universities, underscored the significance of inter-institutional collaboration in fostering a data-literate and innovative generation. “This initiative is a testament to the power of partnerships between public institutions. In a country like Uganda, with one of the youngest populations globally, equipping our future leaders with the right tools is critical to achieving both national and global development goals,” she remarked.
The tablets had initially been procured and deployed during the recently concluded National Population and Housing Census. UBOS Executive Director Dr. Chris Mukiza explained that their redistribution marks the beginning of the Bureau’s post-census utilization strategy.

“We acquired 120,000 tablets to conduct the census, and as we committed earlier, we are ensuring that these resources continue to serve the country even after the census,” said Dr. Mukiza. “Our expectation is that these tablets will strengthen data collection, teaching, and research in universities and higher institutions. We want to see a culture where statistics are not only produced but also actively used to influence development outcomes.”
Dr. Mukiza encouraged academic institutions to take full advantage of the extensive data available at UBOS, emphasizing that greater use of statistical resources will translate into more impactful research and policy interventions.
