The Inspector General of Police Major General Kale Kayihura, accompanied by a two-man team; Arthur Gasasira, Staff Test Engineer, IBM and Wilfred Rurangirwa an Independent IT & Services Consultant and Contractor paid a courtesy call on the Ag. Vice-Chancellor Prof. Venansius Baryamureeba at 2:00pm today, 6th January 2009.
Prof. Baryamureeba welcomed Maj. Gen. Kayihura and his team to Makerere University and expressed
Makerere’s continued commitment to working with the Uganda Police Force to support its activities, especially those aimed at enabling the force integrate ICTs in its service delivery.
On his part Maj. Gen. Kayihura thanked Makerere University for the support rendered to the Uganda Police Force so far and expressed his desire to see more collaboration that would help the force overcome some of its ICT challenges. Citing examples like the ghost officers on record and lack of a centralized database for the Police, he hoped that partnering with Makerere would help eliminate some of these challenges, which lead to avoidable administrative overheads.
The Vice-Chancellor acknowledged the grievances experienced by the force and assured the Inspector General of Police that Makerere would encourage more collaborative efforts like the recently completed development of the Uganda Police Human Resource Management Information System. The system is aimed at capturing all the data of the force, supporting the Human Resource Functions and generating necessary reports for management. He also reiterated Makerere University’s plan to partner University Units with the line ministries and organs so as to support the Government development programmes.
The Inspector General of Police’s visit comes during preparations to mark Makerere University’s 60th Graduation Ceremony, where President Museveni will be awarded an Honorary Doctorate of Law.
