Monrovia 26 April 2019. At the RUFORUM 17th Board Executive Meeting held in Monrovia, Liberia from 24th to 25th April 2019, Dr. Alice Mweetwa was appointed and confirmed as the Deputy Executive Secretary responsible for Programme Development and Implementation. She will officially commence work on 01 July 2019 and will be based at the RUFORUM Secretariat hosted at Makerere University in Uganda.
She has a bachelor’s degree in Agricultural Sciences (Crop Science Major) from UNZA, a master’s degree in Agronomy also from UNZA, a master’s degree in Environmental Science from Miami of Ohio, and a Doctoral degree from Virginia Polytechnic Institute and State University. Since joining the University of Zambia in 2010, she has mentored a total of 38 undergraduate and post graduate students with whom she has published in several international peer-reviewed journals.

Skills Shortage in Uganda’s Mining Sector
Despite Uganda possessing an estimated US$6.8 billion worth of undeveloped mineral resources, the country’s mining industry continues to grapple with a critical shortage of skilled professionals, forcing many companies to recruit foreign expertise while leaving locally trained graduates struggling to secure employment.
The mismatch between industry demands and existing geology training has emerged as one of the biggest obstacles to unlocking the full potential of Uganda’s mineral wealth. Employer surveys indicate that 78 percent of the mining companies face difficulties recruiting geologists trained locally, compelling many firms to rely on foreign professionals. At the same time, only 20 percent of geology graduates from Makerere University obtain sector-related employment within two years of graduation, pointing to significant gaps between university training and labour market needs.

Gaps in Training
The challenge extends beyond university graduates. Uganda’s mining industry is largely driven by artisanal and small-scale miners, who account for a significant proportion of the country’s gold production. However, many operators lack essential knowledge and practical skills in basic geology, mining and mineral processing, occupational health and safety, environmental management, and business development. Poor compliance with health, safety and environmental standards continues to affect productivity, sustainability and the overall growth of the sector.
The shortage of institutions offering specialized training in mineral prospecting, metallurgy, analytical chemistry and environmental studies has further constrained the development of a competent local workforce capable of supporting the country’s growing mining industry.
It is against this backdrop that Makerere University, through its Department of Geology and Petroleum Studies, has launched a comprehensive project to reform geology education and strengthen Uganda’s human resource capacity for the mineral sector.
The project, titled “Strengthening Uganda’s Mineral Sector through Labour-Market Aligned Curricula Reforms: A Comprehensive Review of BSc/MSc/PhD Geology Curricula and Development of Industry-Aligned Short Courses at Makerere University (Mak-SDMU),” seeks to modernize geology training by aligning academic programmes with labour market demands, emerging technologies, national development priorities and international best practices.
It is being implemented under the Sustainable Development of the Mineral Sector in Uganda (SDMU) programme, funded by the Government of the Federal Republic of Germany and the European Union through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), in partnership with Uganda’s Ministry of Energy and Mineral Development (MEMD).
Dr Arthur Batte, Head of the Department of Geology and Petroleum Studies at Makerere University, will serve as the Data Analyst, Monitoring and Evaluation, and Quality Assurance Lead on the project.
Inception Workshop
The initiative officially commenced with a three-day inception workshop held from 29th June to 1st July 2026 at Nyumbani Hotel in Kampala, where the project team developed a comprehensive implementation work plan. Over the next eight months, Makerere University will also engage qualified Geoscience Consultants to provide technical guidance throughout the curriculum review and development process.
Addressing the project team, the Principal of the College of Natural Sciences (CoNAS), Prof. Winston Tumps Ireeta emphasized the need to align all curricula with the principles of competence-based training.
Focus on Labour-market Aligned Training
According to the Project Coordinator, Dr Denis Mutebi, the reform will involve a comprehensive assessment of the Bachelor of Science, Master of Science, and PhD programmes in Geology. “Working closely with mining companies, regulatory institutions, and artisanal mining associations, we will map workforce competencies, identify emerging industry skill requirements, analyze existing skills gaps, and benchmark our curricula against international standards.”

Shift Toward Practical-based Learning
One of the major reforms proposed is the restructuring of the programmes to emphasize practical learning. The revised curricula will consist of 30 percent theory, 50 percent practical training, and 20 percent fieldwork, while the PhD programme will be transformed into a taught-research model to better prepare graduates for industry and advanced research.
Industry-focused Short Courses
Beyond degree programmes, the Department will develop a series of industry-responsive short courses aimed at upgrading the skills of professionals already working across Uganda’s mineral value chain. The courses are expected to benefit between 150 and 200 environmental officers, artisanal and small-scale miners, mineral processors and other practitioners.
The proposed short courses will cover Fundamentals of Mineral Processing, Mineral Ore Size Reduction and Classification, Ore Beneficiation Techniques, Mineral Value Addition Techniques, Mineral Policy, Governance and Economics, and Health, Safety and Environmental (HSE) Practices in Mining and Processing.
Dr Denis Mutebi will oversee the activities of the project.
Laboratory Upgrades and Capacity Building
Funding under the project will also support the upgrading of geology laboratories at Makerere University to enhance practical training, research and innovation.
In addition to reviewing curricula against global standards and conducting industry surveys, the project will embed critical competencies that are currently underrepresented, including mineral development, value addition, environmental stewardship and health and safety management. The project team believes the reforms could provide a model for curriculum transformation in other resource-rich African countries.
Expected Impact
Ultimately, the initiative is expected to improve graduate employability, reduce the mining industry’s dependence on foreign professionals and strengthen the capacity of Uganda’s existing workforce. By producing highly skilled geoscientists and upgrading the competencies of current practitioners, the reforms are expected to contribute significantly to sustainable mineral-led industrialization and economic transformation.

The Makerere University Vice Chancellor, Prof. Barnabas Nawangwe has today, Friday, 26th June 2026 handed over the CCE (Complex) Hall of Residence Site to National Enterprise Corporation (NEC) Managing Director and CEO, Lieutenant General James Mugira for renovation and overhaul works. The UGX 12billion Government of Uganda-funded works, expected to be completed within a year, are the fourth project to be undertaken by NEC. They were preceded by; construction of the University Perimeter Wall, Renovation of Lumumba Hall, and Renovation of Mary Stuart Hall.
NEC’s Record Lauded
Prof. Nawangwe in his remarks at the handover ceremony lauded these projects. “The quality of work done by NEC makes us proud because we can finally say that we have Ugandans who can do the things, which we previously depended on foreigners to do.” He therefore thanked the Government of Uganda for fully funding the projects and the First Lady and Minister of Education and Sports, Hon. Janet Museveni, whose visit set the renovation projects in motion.
The Vice Chancellor added that as the Alma mater for most members of both the Contractor and Project Management Teams, this was a moment of great pride as their expertise and skills have saved the country billions of taxpayers’ money. “Thank you for being patriotic”, he commended.

Prof. Nawangwe concluded by noting that CCE Hall, by virtue of its location, provides a first impression of Makerere University as a whole. He therefore urged the contractor to ensure that upon renovation, CCE Hall would create a memorable and lasting first impression, exceeding even that of the renovated Mary Stuart Hall.
A Project Fueled by Nostalgia
Speaking of impressions, Lt. Gen. Mugira, with nostalgia recalled that close to 42 years ago, he not only attended his first lectures in Hall 1 of the CCE Complex but also, on a more personal note added, “my wife was a resident, and so I have every motivation to put in a lot of effort and make sure that I deliver more than was done with Mary Stuart and Lumumba.”
He therefore extended heartfelt appreciation to his Alma mater Makerere University for the trust and confidence bestowed in NEC, which underscored their ability to deliver. “Trust is earned through performance, through integrity and consistency, and your decision to engage us motivates us to work even harder to exceed your expectations.”

In his remarks, the Deputy Vice Chancellor (Finance and Administration) Prof. Henry Alinaitwe reechoed the need to ensure that the project is executed with adherence to the cost, quality, specifications and safety related issues as earlier shared by the Acting (Ag.) Chief Engineer of Estates and Works, Eng. Ezra Sekadde.
“NEC has already demonstrated this (with previous projects), and that is why we have all the confidence that you can deliver this project within 12 months” remarked Prof. Alinaitwe. He equally lauded the Project Management Team (PMT) led by Arch. Dr. Kenneth Ssemwogerere whose supervision ensures timely project completion.
Relatedly, Arch. Dr. Semwogerere was on 25th June 2026, the eve of the handover, promoted to the rank of Associate Professor, a milestone Prof. Alinaitwe attributed to his track record as Head of PMT. He therefore, on a light note, urged him to keep up the good work as this could equally contribute to his promotion to the rank of full Professor.

Also present at the handover ceremony was the Principal, College of Education and External Studies (CEES) Prof. Anthony Mugagga, whose unit will be greatly affected by the renovations. He nevertheless welcomed and reiterated his full support for the project, noting that just as renovation of Lumumba and Mary Stuart Halls had resulted in many alumni revisiting, the CCE Complex would upon renovation attract former residents and teaching professionals to give back or forge new partnerships.
Student Welfare at the Forefront
On her part, the Dean of Students Dr. Winifred Kabumbuli lauded the renovations of Halls of Residence as a clear demonstration of Government’s dedication to the improvement of student welfare, and creating an environment conducive for nurturing responsible citizens who can contribute to national development. She pledged her Office’s and the Student Leadership’s readiness to ensure that the renovated facilities used responsibly for the benefit of future generations.

As a resident of the recently renovated Mary Stuart Hall, 92nd Guild President H.E. Kadondi Gracious could not help but appreciate how impactful the renovation of CCE Hall would be to student welfare. “The female students will be very excited (to occupy CCE Hall) but the male students will be left complaining – so we shall be expecting more renovations, not just for the female but also the male students,” she amiably concluded.
The Office of Academic Registrar, Makerere University has released admission lists of candidates admitted under the Talented Sports Men & Women, Disability and District Quota Schemes with Government sponsorship 2026/27 Academic Year including appeals and remarked cases.
Other admission lists released include A-Level Applicants with Ugandan and those with Foreign Qualifications, Diploma in Performing Arts, Mature-Age Entry and Bachelor of Education (EXTERNAL Batch 2) for the Academic Year 2026/2027 under self sponsorship.
