In 2008, the Ministry of Education and Sports (MoES) in partnership with development partners launched the Quality Enhancement Initiative (QEI) in a bid to enhance the quality of primary education in 12 poorly performing districts. The initiative was a result of a National Stakeholders’ conference held in Mukono in 2007. The strategic aim of the initiative is to strengthen accountability of stakeholders for children’s learning outcomes, enhance school level supervision and institute policy positions that directly impact on teaching and learning processes in schools.

A baseline study was commissioned to provide key information on selected critical performance indicators derived from targeted interventions by the MoES to improve quality of primary education. The selected interventions were under four pillars namely; i) Pupils, ii) Teachers, iii) Community, and iv) Management. The MoES engaged Makerere Institute of Social Research (MISR) to conduct the Baseline Study in 2009 to gather relevant information that would be used to measure outcomes in the objectives of interventions executed.

MISR will disseminate findings from the baseline study during a seminar which will take place on Wednesday, 12th May 2010, at Makerere Institute of Social Research in the Seminar Room (Resource Center), beginning at 2.00 pm. The specific objectives of the seminar are:

  1. To Share Evidence Based Findings on the State of Basic Education in Uganda’s Poorly Performing Districts
  2. Provide a Forum for Discussion on the Bottlenecks Facing the Primary Education Sub-Sector in Uganda
