On 28th May 2019, the Manager in Charge of Accounts and Reporting, Directorate of Finance, Makerere University CPA Lubowa Ssebina Gyaviira, presented a paper on Funding ICT Research, a case of Uganda. This was at the 2nd Symposium on Software Engineering in Africa (SEiA), in Montreal, Quebec (Canada).

The Symposium; was among the events co-located with the 41st International Conference on Software Engineering (ICSE); an annual event that brings together, researchers, practitioners, and educators to present, discuss, and debate the most recent research results, innovations, trends, and concerns in the field of software engineering.

According to CPA Lubowa, Funding  ICT Research is one of the emerging key issues that are raising concern especially in the developing countries. In a presentation he made, CPA Lubowa was concerned about the escalating demand for e-enabled services vis-à-vis the stagnating funds to support research and ICT operationalization among African countries.
